There is no specific spot you must stand in, but the place name on the top of the minimap must show the name you need.
All quest triads start with the non-repeatable quest, which unlocks both of the repeatable quests. Almost, but not all, triad repeatable quests can be performed and turned in at the same time, but this one cannot as she takes both Energy Meters when you turn in the first one.
Completing a repeatable removes the Energy Meter, so you cannot do them concurrently and, in fact, must start them sequentially or you will not have the Energy Meter when you need it!
