The parts of this costume are rewarded by the Pumpkin Festival event "Kaz Madness". This suit is Gender-specific. You will only receive parts your character can wear. Each suit has multiple Head/Face pieces (Cap, Mask, Cap and Mask) with slightly different appearances. You may find a  Madness Costume Package or  Classic Strange Clown Package (containing a random piece of this Armor Set). During the Pumpkin Festival you may by the exact part(s) you are missing to complete your Costume in the Item Shop for 40 ($1.19)†  each piece.
