Summary
Walk east along the road until you find Yuri's caravan. Defeat Yuri and report back to Tagiton at Peerston Farm.

Details
A few days ago I unwittingly bought a batch of shoddy fertilizer. I really feel bad for my master about this. As a result of my actions, a whole batch of grain has been wasted. Our output was low enough to begin with, and then this happened. The more I think about it, the more upset I get... I can't calm down!
Give vent to my anger for me! I can always make more money. I can always plant more crops. But I must have justice! You look like someone who could help. I heard that adventurers like yourself are always happy to help others. Go and teach that swindler a good lesson! He goes by the name Yuri!
I know he is in the east, on his way to Ravenfell! He and his caravan always do 'business' along that road. Go and teach that conniving thief a lesson for me!

When you kill Yuri, he drops  Black Blood Merchants' Account Book (which starts the quest Yuri's Account Book). |
