You need to be at least Level 68 to receive this quest.
You need to be at least Level 62 to turn-in this quest.
Get 
Proof of Protection ×30 by defeating enemies.
You must kill Elementals, then talk to Norhonsar, to get Proof of Protection ×1. While fighting them, Residual Elemental Power (1 hour cooldown) will increase with each kill until it reaches 10 stacks.
When you get a Proof of Protection, you will also receive an effect called Froth of Reconciliation with a 1 hour cooldown. Come back when it is gone to try for more Proofs of Protection.
This means that, at minimum, it will take you 30+ hours to complete this quest! This is a helluva time-sink, but there is no other way to do this. I was told that there is a macro for use with a mouse that can program attacks that will get you Proofs of Protection ×3 per hour, but the devs take a dim view of using this (exploit) and have banned some accounts for using it.
My advice is to park yourself in front of Norhonsar and use an alarm on your phone to make sure you come back every hour. Spend the rest of your time working on alts.
