You need to be at least Level 9 to receive this quest.
You need to be at least Level 3 to turn-in this quest.

You need to go to the middle of the cultivated field near the Snoop Portal. Now, use the Captured Hermit Crab.

Give the Hending Hermit Crab commands. One of: Advance, Stop, and Attack.

If he does it, give him another command. If he balks, feed him one of the Sweet Fish Eggs ×12 you were given, then issue another command. Continue this until the quest completes.

Note: You must be very close to him to feed him.
