This object can only be harvested, or possibly even seen, when you have one of the listed Related Quests.
It looks like you could slip around Grey King Shaluud without engaging and snag the Grey King's Talisman from the chest without aggroing Grey King Shaluud, but you can't, The small jump is blocked. Why would they bother to give you 2 ways to get the talisman if you can't do the second without doing the first... first. ;(
