The members of the
Falcon Regiment use these notes to communicate with one another, since they remain hidden in
Veiled Mist Harbor and want to keep a low profile. In general they use empty vessels or wine bottles to relay their messages. Certain members even disguise themselves as tramps, so as not to arouse suspicion at carrying so many empty bottles around with them.
