Summary

Moli Gerdoli wants you to use something in the  Tool Pouch to travel through the Dead Tree Plains into the Valley of Burning Rocks, find Elson Jinkerna and give him the  Package.

Use the  Tool Pouch to obtain  Bomb ×2 and a  Secret Whistle. Elson cannot be located using World Search.
