You need to be at least Level 56 to turn-in this quest.
This quest becomes trivial above Level 72.

Summary

Ghost of Exeter in Ghost Village wants you to find the  Explosive in Explosives Container and destroy Sword of Larvanger.

The Explosives Container is on a mostly-buried treasure chest right next to the Odd Mound, and the Sword of Larvanger is behind a tree at the very back, guarded by 2 Noxious Blood Wraiths.
