You must venture into the Ice Blade Plateau instance to be able to complete this quest.

Both versions of this quest need the same thing:

Use the  Special Rune to seal the Spatial Magic Core

According to Zaqes on the US Forums, this is behind the last boss in the zone. Kill the boss then go down the hall behind him to find the Spatial Magic Core and click on it.

All quest diads start with the non-repeatable quest, which unlocks the repeatable quest.
